Question: What actually it means to say "state-of-the-art"?

While reading a research paper, I come across this term "state-of-the-art". Please help to understand it in scrientific format. What it means to say "Significance of the expected outcome with respect to the state-of-the-art in the field"

The term "state of the art" refers to the highest level of general development, as of a device, technique, or scientific field achieved at a particular time. In other word "up-to-the-minute".
